Open Layer Manager without a Layer selected

Is there any way at all to have layer manager open without having a layer selected, please?

I try clear all, select all then invert selection, etc. Seems that at least one layer is always selected. This is frustrating. I want to be able to sort by whatever and have the whatever be visible without haveing to scoll; but when a layer is selected the view keeps the selected layer in view so that I have to scroll everytime I sort -- in both directions to seee the desired layers. For example if I sort by frozen then I have to scroll to find the frozen (and if don't find I have to scroll to the other end to be sure there are no frozen!!)

I don't think so, but I wonder if layer filters would help you?
