Inserting Blocks from Tool Palettes, prompt for rotation on insertion

I know this may sound like a stupid question, but when i insert a block from the tool palette is there a way to insert the block and pick a rotation angle? I have set the prompt for rotation to yes in the properties dialog but it still inserts it with a zero rotation.
