what is the difference in a file that has been Exported to 2004 format versus one that was Save-As 2004?

Exporting to 2004 will explode all ADT objects down to lines, circles and arcs [oh, my!]. I think it may also bind external references. If you export from a layout tab with multiple viewports, you will get multiple blocks in model space, each set up to show the ADT objects formerly visible in one of the viewports with lines etc. If you have many viewports, that can greatly increase the size of your file.

SaveAs to 2004 format "preserves" the ADT objects. Doing so from a later version, like 2007, will not convert the 2007 objects to 2004 objects, however. Opening that file in 2004/5/6 will, in fact, result in the ADT commands being disabled, as the earlier version of ADT does not know how to deal with the format of the 2007 objects.
