There are some tools in Raster Design (ARD) that can assist in converting raster to vector, but it's still pretty much a manual process. You might take a look at the following for some tips:
    ARD blog
    Tips
    Tips and Tricks
    Autodesk White Paper
Lynn Allen's blog entry on ARD

There are also some 3rd party "automatic" tools out there, but raster to vector is an inexact science and nothing is perfect.

I think Raster Design tool is semi automatic not fully automatic like r2v etc.Its true that tools like r2v is not giving result at desired level.

Tools like Polyline follower in RD will help you slightly and also 'text recognitions' toll is there.
