What is your LOCKUI system variable set to? If it is not at 0 then part or all of the user interface is locked to reduce modification.

I have mine set to 15 upon startup. If I need to move anything, I just unlock the UI.

What happens if you simply right-click on the toolpallet? Can't you make the adjustments from there?

the problem was that i could not move it. i use the properties palette alot, so i keep it floating. so when i use it i sometimes need to move it out the way, also the same with the xref palette. in the LOCKUI variable it was set to 8 when i needed it set to 0, and being that we have been very busy since last August 2006, i have not had time until yesterday to really to try to solve the problem.

When LOCKUI is set to 8 it greys out the MOVE and SIZE function of the palettes. so i set it back to 0

I think what Mav is saying though, is if you hold down the CTRL key, it will temporarily override the lock, allowing you to move it (by clicking and dragging with the mouse) without changing the LOCKUI variable.
