Default AutoCAD 2007 ignoring "Start In" shortcut property

We are in the process of migrating from 2004 to 2007. For 2004 we have desktop shortcuts for each project a given architect/engineer was working on. When the user started AutoCAD from these shortcuts, the open command would start looking in the "Start In" location.

For 2007 the same shortcut configuration is ignored by AutoCAD as it starts looking in the folder of the most recently accessed file. This will be very confusing and time consuming for the user to navigate to the proper folder. Is there a system variable that needs to be set so that either "history" is ignored or the specified Start In folder is the default search path?

What is your REMEMBERFOLDERS system variable set to?

Controls the default path displayed in standard file selection dialog boxes.

0 - Restores the behavior of AutoCAD 2000 and previous releases. When you start the program by double-clicking a shortcut icon, if a Start In path is specified in the icon properties, that path is used as the default for all standard file selection dialog boxes.

1 - Uses standard Microsoft behavior. When you first start the program after installation, the default path in each standard file selection dialog box is My Documents. When you open or save a file to another folder, that folder is remembered for future file selection. The Start In folder specified for the shortcut icon is not used)
