Default Multistory stairs prevent moving building up

I'm trying to move my building up, so that First Floor elevation becomes 100'-0", instead of the 0'-0". But when I change the height in the elevation marker, I get this warning: "Multistory top level must be above the stair/ramp top and bottom levels." I have a three story building with a multistory stair that runs from 1st to 2nd floor and from 2nd floor to 3rd floor. In the multistory stair, the Base Level is set to First Floor, the Top Level is set to Second Floor, and the Multistory top level is set to Third Floor Plan. I don't understand why the stair is preventing the building from moving up.

Either relocate or lock dimensions between levels and them change the level height
