Sharing Tool Palettes with other users on a network

Hi, does anyone have simple instructions on how I can make my dynamic block tool pallet to everyone else on my network?

We have Dynamic Tool Palettes that are stored on our Network for everyone to share. Some of the things we ran into.

#1 the blocks have to be stored on the network
#2 we do not use Map drives because some people may have different letters for certain drives (this causes huge issues)
#3 then we just have one person (with 1 backup) maintain them
#4 finally we then export out to the network to our drafting library
