from what i can tell, you've created your baluster post partially in 3d acad and partially in revit. the 3d acad families do not react the same way as the revit families. they are not adjustable or able to have parameters applied.
my suggestion would be to draw it all in revit.

The Baluster is completely in revit using .rvt template file but why it is not working in the project file. same baluster is made in acad (see the attached .dwg file)

It seems that the dwg file was inserted into the revit family.

Here I am attaching the fresh constructed Ballaster post file in .rfa . All elements are free. No parameters have been added . I think it will suffice for you to come forward.

It seems that your family was set as a railing?? Go to Settings on the pulldown menu, and set the Family Category and Parameters to a category. Then you should be able to load it into another family. In the new family, select Component (on the Design Bar) to add the Baluster as a nested family.

Category of the post is set to column category. Ornamental sill has also been re made in .rvt & attached. I think now we are ready to make a window nested family using the sill after placing the post on it but how ? Where can I find a PDF title "How to order Revit Parameters" ?

heres somewhere to start....
open a new window family and load in your baluster and sill. these will be nested in the window family. they will show up in the type selector when you start the component tool.
