Is there a command in autoacd 2007LT to list xref layers by picking? In the full version I have a lisp routine that does it but I'm wondering if that's been incorporated into LT (as has freezing xref layers by picking).

In the full version, depending on which full version, you should have the XLIST command, which will list basic information for the object you have selected. Sadly, LT 2007 does not have this...
I too have the full version, but I think this may work for you; Create a new Properties Filter and apply a layer name search of "*|*" (star pipe star), that should give you all the Xref layers.

What I want to do is to list an exref layer by picking on it, much like using the layer freeze command (in both full & LT versions) whereby you can freeze any layer (even xrefs or current viewport) by picking, except in this case I want to list it. I don't want a list of xref layers.

That is a little more tricky, it is possible with Lisp, but I won't have time to write the code this week (very busy week), but if you look at the DXF assoc codes, you will get some joy there.
