Saved Layer States are not being restored properly

The Company I work for is using layer states to make background creation simpler. Im running into a problem where when I save me layer state AS IS and then create the second Greyed layerstate to the consultants that when I restore not all my layers are reverting to their normal place. Most stay grey and some even revert to layer 0. im quite confused and frustrated. I'm finding myself creating backup files before I create layerstates to save myself time fixingt he layers again. please help there has got to be a way I can make these layer states work.

Are you using AutoCAD's built-in Layer States or Express Tools Layer States (LMan command)?

We've been using AutoCAD's built-in layer state manger since it was introduced (in 2002 I think). We have never seen problems like you describe. I would be curious to know which layer state manger you are using.

some even revert to layer 0

Are saying that some of the entities actually change layers?

Are you using x-refs? Do you have the retain xref layer state ticked in options?
