AutoCAD 2008 is new in the market and most of the companies are still using AutoCAD 2006 Please i would like to suggest that if there is CUI translation utility from 2008 to 2006 it would really help.

What are you trying to achieve?
If you are not using 2007 or 2008 then CUI is surely not relevant to you?

when i am customizing the CUI 2008 i want all the library and features in 2006.

The migration from 2006 to 2008 should happen automatically when you open the CUI in 2008.
I do not believe you can convert a 2008 CUI so it can be used in 2006.
