There are going to be some issues depending on how long you want the line to be -- after so long the dashes will repeat. On the same note, if you make the line too short, the dashes will disappear.
A dynamic block may work for you -- I cannot help you with that.

- linetypes don't have units, e.g. feet. It uses the default unit. Use the LTSCALE variable scale it up.
- the linetype must begin with a pen down, i.e. you can't have gaps on both ends as shown.
- Use Express Tools MKLINE to create your own linetype.
- The secret to making a linetype that scales properly, it to create it at a desired fraction. For example, if you want a segment to be 1 foot and your default unit is 1 inch, you can make the segment 1 inch and use a LTSCALE of 12. Most of the linetypes that ship with acad complete their pattern within a small length and are therefore not a fraction of a real-world unit.

linetype phantom with an ltscale of 48 will give that result
