Is it possible to load a generic annotation symbol such as a fence, in the baluster family...then use it in railings?
Its a pain not to have fence line types...

I don't think you're looking to load a generic annotation symbol, rather a line style with text...something that Revit doesn't do yet. Even if you could, there are certain families in which you can't embed notation. Balustrades are one of them because they are part of a system family which is Railings.
here is a "line type" that i use for fire seperations.
Is this the kind of thing you are looking for?
