You will see many possible solutions to this,
only in the end the answer is no. If they want
a DWG file bad enough from your data they will
be able to derive one from it.
Try the simple MINSERT method as a casual deterrent.
Regardless whether or not the file is locked, they can still block out the entire drawing to another folder, still naming it the same drawing name, and continue editing the new file as much as they want. Your best bet here is to attach MULTIPLE disclaimers all over both the drawings and emails and keep a correspondence folder with all sent emails and their attachments for future reference.
