The data references should work with data shortcuts and Vault.

I would like to be abel to share parcels with a project on vault just like surfaces or alignments.

We have to show parcels and outboundary labels in multiple drawings and when changes are made to the parcels then we have to update all of the drawings individualy instead of having it update dynamically.
