Unhappy AutoCAD R14 file having trouble in 2006 software

I cannot open this drawing from a surveying company that was drawn using AutoCAD R14. And for some reason it is not allowing me with a AutoCAD 2006 version to open it cleanly. I have attached a picture below of the the screen that pops up when I open it. Any suggestions or help would be appreciated. Thanks.

What happens if you try inserting it as a block instead of opening directly?
