Change decimal separator for alternate units

Summary: The ability to change the decimal separator for alternate units so that it is independent of the decimal separator for primary units.

Description: Add the ability to change the decimal separator for alternate units that is independent of the decimal separator for primary units (i.e., primary units = inches with period for decimal separator while alternate units = mm with comma for decimal separator).

How Used: It would allow users to create dimensioned drawings that would conform to globally accepted standards.
