Pop-up Window for OPEN file Missing

I was wondering if I accidently changed an option that provides for a pop-up window when opening a file.
I just get a command line with the last drawing as the default file.
I had IT update Civil 3D to Service Pack 2.
But that had no effect. Execpt that C3D seems to shutdown more often.
Any ideas anyone?

Set FILEDIA to 1.

Good quick review of things to come in Autocad 2009.
