I know using brep, you are able to select all solids in the dwg that you would like to turn the history off of, but is there a setting to have all history turned off automatically?

What is "brep"?

turns off command history but I don't really think that is what you're looking for.
brep is a command used in 3D modelling. It turns off the history of objects, after you have modelfied an object. say you subract a box from a cone, the cone has a new shape but the box dosnt appear. but the history of the box will still be there. brep allows you to delete all this history, but you have to do it after the shape is made all the time. I was wondering if there was a setting that you could have where this history is automatically erased.
I'm pretty sure the answer is "no". Almost all modelers are history-based (which seems to be what you're talking about). The only exceptions that I know off are Co-create SolidDesigner and SpaceClaim. (PTC have bought SolidDesigner so non-history operation is likely to be added to Pro/E sometime).
In your example, if you had filleted (blended) the edges of the box before subtracting it from the cone you wouldn't be able to alter the radius after after subtraction without the history.
If you set your System Variable SolidHist to 0 than no history is retained with any new solids created. This is system variable is saved in the drawing.
