When I try to align with a HSS Beam at a medium or fine detail level I can align with the center and the inside face of it but not the outside face. Very strange.

You should be able to "tab" and use the align option in the Medium detail level and not in the Fine detail level. If this doesn't work check out some of the suggestions in this thread: http://forums.augi.com/showthread.php?t=65619
