If it helps any, Bentley View can read both DWG and DGN.

And, as mentioned before, AutoCAD 2008 and AutoCAD 2009 can read .dgn files (they can be imported). Apparently 2009 has more features with regard to this.

In Truview/Truconvert. I don't mean actually editing in Truview/Truconvert, just having the DGN converted to a form in which in could be edited in ACAD.
