What's your's doing? On mine it works similarly to the Dynamic View tools (since it replaced them) in previous versions. I.e. It's only active if you have the icon checked in the View Toolbar. If I click Esc it disappears, it also has a "x" in the upper right of the steering wheel graphic that turns it off. Also, if you go into Settings Menu --> Options --> Steering Wheels and there is an option to keep it turned on or off at start up.
Side Note: I think the steering wheel is pretty weak. I didn't like the old Dynamic View tools for doing anything besides switching to a preset iso direction, but for the most part it just slowed things down if you used it to navigate a view instead of using the scroll wheel/middle button functions. And this one seems to get in the way even more. I don't like how it follows your mouse around and I haven't seen anything on it that looks like it makes things easier than just using the mouse. To me it kinda seems like they tried to fix something that wasn't broke to begin with.
yep I hate the wheel too...map a mouse button to "middle button" NOT F8 to get the old way back
edit: I do like the view cube as a visual reference though
scott - I get a document flip now with center button. Was push down pan at any view most any time. Now its nothing but document flip, unless I'm in a zoom - this "enhancement " is not very productive - really gets in the way. The cube is ok, this wheel is not.
The document flip sounds like a mouse configuration issue to me.
Check your mouse Properties and make sure your Wheel button is set to Middle Button.

I can imagine it gets in the way! As others have said, check your mouse settings. Mine still function as before. Click middle wheel to pan, middle-wheel plus shift key is orbit, and ctrl-middle-wheel is zoom. I use the wheel mostly for interior walkthroughs, and use the mouse for normal day to day pans and zooms.
Although when my computer is on my docking station, the middle scroll wont zoom....i have to use the built in wheel on the left side of my MS keyboard.....kinda strange!
