Red Circle Chasing cursor

One of my co-workers had a red circle that followed their cursor around, is anyone familiar with this and could you enlighten me please? I was able to disable whatever it was, just be exiting ACAD (2009 on XP) then re-opening but am very curious.

Could it have been the Action Recorder? When it's on, it puts a small solid red dot next to the cursor to show you it's recording.
