Question Room will not go to correct level

I have cut a section thru my bldg and discovered someone has put a room on a different level. It is 3ft above the level it should be on. I cannot just move the room (volume in lt blue) down nor can I change its level in the properties box. I have tried deleting it and reinserting but it still wants to go to the other level and not the one I want it to be on.
Is this a bug or am I totaly missing it? Thanks

This was the issue with 2008 so I pressume you arestillusing 2008
With 2009 you can drag the base of the room in section view to the required level.

Alterantively can you not create a view with the correct associated level and then placea new room in that view
