    Default Standards "Manual"

I am trying to prepare a standards manual for our landscape architecture firm. I
am struggling with how to organize the topics and content in a way that
makes it easy for the user to find the information he needs. I'm not
experienced in document writing nor setting up a standards manual. I would
appreciate some suggestions on what format you have found effective.

Among the areas I need help with are:
An outline for classifying the various content (i.e. Layer standards, file
standards, sheet set up, archiving, plotting, XREF's, Legends, etc.)

Are there any suggestions on how to make the content easy to use by the user
such as a sequence procedure or a searchable standards document?

So far I have a few pages written in the manual, but I am not sure that it's easily understood (as proven by one of our new drafters). Not sure if anyone has any examples they can point me to or links that may be helpful.

    Any other insights are welcome.
