Default 2009 vs 2008 attribute size?

I have a dynamic block that was written using R2007 and used with R2008 with out any problem. When I open a drawing in R2009 the attribute size is ok. But when I insert the block again the attributes are tiny.

Is there a setting that I need to check?

I uploaded a sample of the block that I'm using. I erased most of the dynamic work from the block so it is very basic.

Same annotative scale was set in both versions of acad.
