Can someone please tell me why Revit 2009 now offers "Depth Clipping" when "View Depth" settings are already available? i am totally confused as to what the difference is. Thanks ahead of time for any help clearing this up for me.

They are two different things: As the name suggests, View Depth will define the depth of your view. However is is not a cut plane. A slanted wall for instance, passing over the view depth will show the entire wall bellow. Using Depth Clipping will allow you to clip the bottom portion of the slanted wall (as per View depth settings) if you don't want to see it. Yet, you have option to show the edges or not.

I worked on a project where the exterior modelled diagrid extended out in plan from the tower. It looked bizarre, and depth clipping would have taken care of that! It's a great addition to Revit.
