I want to make the line tangent to the circle by rotating it from base point A. How can i do it?

What a good question.
I have a possible answer -
The original line is black and dashed, the original circle is black, the rotation point is marked "A".
Draw the magenta circle about "A" PERpendicular to the line. The circle may or may not intersect the line.
Draw the green line (now mainly obscured) from TANgent to the magenta circle to TANgent to the original circle.
Draw the cyan circle about "A" through the last tangent point.
Using the Reference option, Rotate the original line about "A" from the cyan circle's intersection with the original line to its intersection with the original circle.
The original line is now shown continuous.
Another option would be to offset the line a distance equal to the radius of the circle. Construct an arc (or circle) form the base point to the center of the circle. Then use the reference option in the rotate command selecting the base point, establish the reference line with the base point and the intersection of the constructed circle and the offset line, then rotate to the center of the circle.
