    Thanks for all your help, it seems that drawing a line on top and changing it to a zero elevation is the only way. I thought the paperspace suggetion was the ticket but it still snaps as if the pipe run is 3D. The first time I tried it I thought it worked but I drew to lines parrallel and on one I added elevations and they weren't on top of each other. Thanks for the feed back!

    If it was me, I would copy all of my 3D pipes (plines) to a dummy layer, flatten them, draw my services and then deleted the dummy layer. This is similar to drawing over them but I think it would save a little time.
