I am trying to figure out how to place a column at an angle (i.e. rotated in elevation or section, NOT in plan). Can anyone point me to a tutorial or explaint to me how this is done?

The few times we had slanted columns, we just edited an existing column family and changed it there - removing all parameters so only the base was adjustable. It did not seem difficult to make this angle parametric and add a parameter for the lateral displacement.
You could also try setting a reference plane at an angle and placing it on that plane.
Either or both might have issues with analytical software - we never had to analyze a structure with slanted columns.
