Same Hatch pattern, same scale, displays differently in two separate DWG files

Hi all ,
I am facing a problem when I am hatching, ie i have to make two different hatch scale in order to get the same appearance for two different dwgs. The two dwgs are imperial units, decimals are the same, still needs two different sacle to hatch, Please anyone there to help me?

Check MEASUREINIT and MEASUREMENT system variables if they are the same with the other drawing.

See AutoCAD Help for a detailed explanation.(If ever you need to but I dont think so.) I'm not really familiar with the difference because we seldom use/set this command/system variable.
