    Default New Layer .... Freeze in all new viewports

    Remember when all sheets were separate tabs in the same DWG and when a set of plans where 70% and you created a new layer you could define that layer to be frozen in all other viewports?

    Is there something that can be done like that if you create a new layer in a base file with out having to open all the referenced sheet files?

    I freeze most if not all layers in the base before creating the reference.
    Then in each sheet file, I thaw the necessary layers.
    If I have to add a layer like you are saying, there are enough unused layers in the base, that I can usually find one to use - and of course then it's already frozen in the sheet files.

    Sort of.. After the sheets have been established with proper layer control, if a new layer needs to be added, it is frozen in the base and only thawed in the sheets that it is needed.
    That way everyone else doesn't have a layer showing up on drawings they don't want.

    And of course VISRETAIN = 1
