I have my amep 2009 toolbar disappeared and when i try toolbar command
the following message appears:
Unable to open file c:\Documents and Settings\.....\Application Data\...MEP.cui.
What to do.

Sounds like something may be screwed up in your path.
Double check to make sure that it's looking in the correct location for that cui file.
You should be able to type "cui" at the command line, go into the CUI and load your .cui file once you find it. Unless your .cui file somehow got corrupted.
If you know where your cui is, you could copy it to a different location and try a repair.
But I'd wait for that one. Repairs and re-installs are about the last thing anyone would like to do.
If you find that the MEP.cui file is bad, you may copy the original file from the following folder (note that UserDataCache is a hidden folder):
%ProgramFiles%\AutoCAD MEP 2009\UserDataCache\Support
