Is anyone able to tell me if its possible to place a transparent watermark over your viewport in paper space so that the drawing can still be fully legible? for instance a PRELIMINARY stamp, perhaps there's a way to send to back?? help!

You can create a layer and assign a light, screened colour (ctb) or screening (stb) to it. Put your watermark text on that. You can use Draworder to move the text to front or back of other objects.
i created a font based on our logo, and used mtext to space this at 10% coverage of the 'paperspace' area to a layer named 'Watermark'; in our standard dwg frame templates.(layer OFF by default') as no need to watermark paper copies;'watermark' layer switched on for publishing documents for web.
example A4 pdf attached.
the watermark being a pale grey 254,254,254
it can be difficult to get this 'watermark' layer at the back, so try the following
1.try DrawOrder and send the layer to back.
2.when plotting 'plot the paperspace' first

Agreed, the stamp should be part of the title block. My suggestion is to use an open font such as futura so that it will not obscure anything when using viewports. Also, if it is on it's own layer then it will make it easy to turn off if when (or if) the plan is approved. This can always remain as part of the title block.
Another option, particularly if you need to produce PDFs, is to apply the water mark there, with software that can really do a watermark. rather than in the dwg.
Or, set a plotstamp with a user-defined field, but that's not going to be transparent or attractive
