A layout tool would be a column grid or a ceiling grid, I believe. I know that you can sometime use spaces as an anchoring object, but I'm not sure if it's a layout tool or not.

Are you trying to put a lite in a door?
I would add that by selecting the door, rt. click, object display, display properties, 'other' tab and add a custom block. As long as the block you are wanting to attach is defined in the drawing, it will appear in the list to select.
