Annotative Text acting strangely

Here's the situation:

I create multiple labels using a style ( Standard w/Simplex font ) to be annotative and 0.1" tall in paper space. ( Let's say that I have set the drawing scale to 1"=40' and the annotative object scales ( right-click on text ) have been set to 1"=40' and 1"=20' )
After creating the labels, I can reposition them or erase them without problem.
If I save the drawing (CTRL S) I then cannot move or delete the existing annotative text(s). When I try to move a piece of text, it rubber-bands to the new location but as soon as I release the mouse button it goes back to it's original site. When I try to erase it, 1 item is shown as the selection set but the erase command does not remove the text.

If I leave the drawing and re-enter it, I can now move and/or erase them without problem.
I have set the annotative scale(s) for the text so that it will show correctly in viewports of different scales. (Usually 1"=40' and 1"=20')

What gives ? Any Ideas ?
