Default Can someone convert these microstation .cel files to dwg

A client emailed me files with a "CEL" extension, I am guessing they are microstation files. Can someone convert them to DWG?

    Thanks

Those look like MicroStation cell libraries (their version of blocks), but when I attach them to my (old) version of MicroStation, they error out.

Corporate network security stops me downloading your zip file so flying blind but...
Try changing the file extension of the CEL files to DGN and then reference / import if you have 2008/2009 AutoCAD.
After this get the client to save the cell libraries as DWG files if they are using Microstation V8 onwards.
If they are still using the V7 DGN file format they will need to do a bit more work to convert the files.
