cannot change layers' properties

I have a problem with layers. After setting up few of them i.e. changing all paramiters of them - colour, weight, etc., I cannot make any further changes. I mean, when I am in layer manager, and click, for example lineweight. I click on different number than is currently set, I ok that, and I have the previous lineweight number in the layer manager window. I'm not saying that I can't see tham on the drawing but that I can't change them in the manager itself. Please help.

I have a user with this problem no matter what drawing he has open.

I fixed it on the user computer by verifying that the Options/ Selection/ Noun/Verb Selection box is checked. That made it work. I have seen this issue since Autocad r14 where that box will become unchecked for some reason and everything goes awry.
