    Crazy thought...

Could you convert the drawing into an Inventor *.dwg format (assuming it's not already), rotate the TB in ACAD, then use it in Inventor (converting it back into a *.idw if necessary).

I haven't tried it, and I'm not able to jump into Inventor right now (i'm typing this just before I have to go into a con call), so I could be way wrong.

But I just thought I'd throw it out there.

I have tried using this in 2008 and 2009 to rotate titleblocks, and most often the rotate command fails and I am forced to manually delete and re-apply the constraints, as well as any hatching. If there is a trick here, perhaps you will share it with the rest of us...

Well, I tried the open in ACAD trick, and that didn't work (Inventor keeps the TB under it's control). I at least thought I'd mention it once.

I tried rotate the default TB, and the default won't let me rotate. I created a new one, and I can rotate that one just fine.

The one thing to watch out for is the text, if it's not constrained to the TB, it won't rotate with the title block and will have to be done individually.

That's all the tricks I found in the couple of minutes I played with it. I hope that this helps out, even if it's just a little.

The key is how the text is created. On one that fails try selecting just the lines and see if they will rotate without the text.

You can right click on the text and see if it will be permited to rotate or not. (opposite of what you might expect)
Might have to delete and re-enter some pieces of text.

Acctually JD... while it seems that your on the right track RE the text rotation being whats stopping the rotation command. It seems that the reason a text box is not rotatable is due to the "Text Box" option when you right click on a text box... if you uncheck the option, you can rotate it.

Have a look at the attached images, and pay attention to the options "Text Box", "Rotate 90 CW" and "Rotate 90 CCW".

There's probably other ways to controll this too, but that's the only one i've found...

    Cheers
