Mouse over Tool tip for Vector objects

Create a mouse over event that would allow a CAD user to associate Drafting or Design notes to objects without cluttering up a drawing. Much like you find with a toolbar button "Tool Tip" or Hyperlink "Text to Display". If I'm not mistaken there is a notepad function in Volo View which is ultimately what I'm wishing for.

There also is Bubble. Dose the same thing and is free. Plus if you know lisp, you can write plug-ins for special objects.
