Can't edit the element error

OK, I know it's not a new error, but I can't figure out why I keep getting it before I even open the file.
Let me explain: I understand completely why you might get the error that says, " Can't edit the element until so-in-so resaves the element to central and relinquishes it and you Reload Latest". What I don't understand is why one might get this error while OPENING their local file. I haven't even opened the file yet and Revit is telling me that I can't edit an element. This makes no sense to me and I hope someone out there has come accross this situation and can explain it to me. I'd even take an educated guess at this point.

I would open the Central File, and check to see if anything is borrowed or checked out. If so, ask the user to save and release those elements. If you know it's something no one has worked on in awhile, or if that person no longer works there, etc., then close the project, change your Workset name to that other user's name, then re-open the central file and release everything. Save and close, change the workset name back to your name, and then open the Central file again, and make a new local file.

I appreciate your response, but I've done that already several times. The weird thing is when I opend the Central file and relinquish everything and then create a new Local, it gives me the same error with a different users name. So then I'll repeat the steps to relinquish the worksets they are in, create a new local. To me, that should fix it, but no, I get the same error telling me that I now own the element, but I need to STC and Reload latest because my file is out of date. The kicker is I haven't been able to open the file in the first place, so how can I STC or Reload latest?

Okay, if no one has been actually working in this file in awhile, then just open a detached file from the Central file. This removes anyone else that has borrowed or checked out elements. It will show you as the owner of all user-created worksets, so so a Save As, then save and relinquish everything.

So, that's exactly what I did, in fact that is what I have to do every day for this file, sometimes more than once a day. Detaching it is the only way to resolve the issue. Have you ever heard of this problem before?
