I was trying to think of it doing using Array b ut could not figure it out. The shelf with one shelf needs to be in the middle and the rest divided equaly in the space availble. If you want to be able to have one or more shelves, you can't use an array. Arrays break when you only want one of the item. You could build three shelves, and create multiple family types. Using the visibility graphics you could turn off the extra shelves in the types that should have less than three.

I've fixed your family so you can use the array tool and get 1 or even 0 shelfs with no problem.

You can get an array to show only 1 or even 0 shelves by hiding the first and last element in the array beyond the extent of the open shelf area. It's a handy trick.

    Tips:
    1. Try to lock your geometry to reference planes and dimension to reference planes instead of your geometry.
    2. Try to keep the Center (Left/Right) reference plane in the center of your families.

EDIT: fixed some things in the family.

The two shelves (top/bottom) are hidden behind masking regions in your elevation views. Switch your view to wireframe and you'll see the top/bottom shelves.
