Checking a IPJ Back into Vault

has anyone else ran into the problem that after they edit an ipj file and try to check it back into the vault, it says the file cannot participate in check in operation because it is being used by another process? I closed inventor, and Vault, restarted, selected a different inventor project then the one i was trying to check in, restarted, etc, and it still says that. Even if the first thing i do after starting windows is open vault and try to check it in, it says the same thing.
Does anyone know what might be going on and how i can "jiggle the handle"?

Checking IPJ's in and out are rather tricky. Are you trying to check it in through Vault or through Inventor? Basically, the process I follow that seems to work is as follows:
1. Check out the IPJ through Vault/Productstream
2. Close Vault/Productstream
3. Open Inventor, edit the IPJ as needed.
4. Start a new part, switch to the Vault browser.
5. Check in the IPJ.
6. Close (don't save) the empty part created in step 4.

This seems to give me the most success. You cannot have Vault and Inventor open at the same time when working specifically with IPJ files.
