Summary: Data Reference points from drawing to drawing without having to use vault.

Description: Civil 3d points to have a data shortcut reference so that its accessible to other drawings in the project.

How Used: That way tables could be created in a point base xreference and points can be manipulated per sheet basis

I agree that this is needed. I don't see why we can't have points in data shortcuts when we have surfaces in data shortcuts.
