No. Not in 2009. You can offset an alignment and that will give you a polyline that you could then turn into an alignment.

Okay, so, I can create offsets to an alignment. I can even create a widening of the offset. I can even apply circular curves to the widening. BUT, how can I apply spiral-curve-spiral transitions to the widening?
Can I apply an angle to the transitions for the widening?
As far as I know, the transitions for the widenings on an offset alignment can't have spirals. If you need to have spirals, I think the only option is to create the offset alignment independantly of the centerline alignment.
Just a quick note on C3D 2010 Offset Alignments. These dynamically linked alignments are very powerful but when you offset a spiralled alignment, say using clothoid spirals, the resulting offset does not (CANNOT) employ true clothoids. This is not a limitation of the software, just a mathematical fact of life. There are two other methods for creating "nearly parallel" alignments with spirals that C3D does not discuss (yet) that are used by various transit agencies.
