Detail View from a Base View

I use the current base view command to create views in my Layout tabs. Currently I do not see a way to create a "Detail View" from a base view.

I can create a detail view from the model space but this is not what I am looking for. It seems it would be simpler if I could just create my detail circle around the part on my base view, or projected view, I want to detail and then give it a title (Detail A) and an associated scale(2:1 scale) and it be cropped to my detail circle.

If you are using AutoCAD 2013 or AutoCAD Mechanical 2013, then you should be able to use VIEWDETAIL and VIEWSECTION commands to create detail view and section view from a base view.
