Default Layer States & Viewport Management

Does anyone know how to create multiple layer states in multiple viewports on the same paper space without effecting one another? I'd like to be able to "lock or freeze" a layer state in one viewport and click into another and load a different layer state. Any help?

    Thanks!

Lock and freeze are applied to the layer completely. You can viewport freeze (or vpfreeze) a layer within a viewport, but not lock a layer in one viewport and unlocked in another.
