Default Layer States: "Autodesk Civil 3D 2024 - English has detected LMAN express tools layer states..."

Why is the layer State command doing this?

"Autodesk Civil 3D 2024 - English has detected LMAN express tools layer states and has automatically converted them to AutoCAD layer states."

Its creating to many weird layer states that I do not need.

    It's done that for years.
