2004 & 2006 Xref's come in at different locations ?

Ok, either its early and I havnt had enough coffee, or I'm just missing something. Here goes.

in 2006 open up same drawing created from template xref in survey and it doesnt come in at the same coord. xref in site drawing and site comes in the correct coords.


in 2004 open same drawing created from a template called basin map. Xref survey in and all is well. site comes in fine.

there is no ucs change or dview in any of the drawings. All drawings were created in 2004 format. Why would 2006 not bring the survey in the correct location, but would bring in the other drawings?
